How to Keep This Version on Budget

1. Book airfare first or track it early. Flights are the most volatile line item in this version.
2. Hold Penha Longa only if the nightly rate fits the target room budget. If not, pivot fast to Sheraton Cascais Resort.
3. Use private guides for Sintra and one Lisbon day, then keep several days self-paced with pre-booked transfers only.
